Governor William (Bill) F. Owens served as the 40th Governor of Colorado from 1999 to 2007, making education a key priority focus.
Owens previously served as a member of the Colorado House of Representatives from 1982 until 1988, and as a State Senator from 1988 to 1994, representing Aurora and Arapahoe Counties. While in the state senate, he and Aurora colleague Rep. Peggy Kerns successfully authored into law the nation's third charter school law in 1993.
