Policy Implications: Often policy makers fail to recognize that the original intent of charter school legislation was clearly to make a system of school choice within the public school system. In this critical passage with Speaker Brubaker, we hear how a voucher proposal, which was clearly seen to attempting to offer a private school choice program for parents, was explicitly rejected as legislators actively embraced North Carolina’s proposed charter school law.
