The latest policymaker to show extraordinary commitment in helping found an entire state’s charter schools movement is Kentucky Speaker of the House, David Osborne (R). For years, charter school supporters in Kentucky have attempted to overcome a nonsensical policy environment where charter schools were technically allowed under law, but were not eligible for state funding, ultimately ensuring that no charter schools could open. This year, Speaker Osborne, inspired by the progress that he has seen charter schools make in many other states, provided the leadership needed to steward a charter schools funding bill through a very complicated legislative process, including ensuring that enough votes were held together to override a gubernatorial veto. In the end it came down to one vote, and Speaker Osbourne made it happen, demonstrating yet again that the founding of the charter movement often comes down to policymakers demonstrating extraordinary commitment to achieve breakthroughs for students.
